Common Effort 2026 brings the civil and military communities together in Tallinn to work on one question: how do we sustain societies under pressure?

Under the theme Roads to Resilience: Sustaining Futures, participants from armed forces, government, international organisations, non governmental organisations, academia and the private sector meet for two and a half days of exchange, scenario based training and practical work. The programme is built around real cooperation problems rather than presentations, so that what is learned in Tallinn can be applied at home.

The programme in outline

Monday 23 November. Registration in the evening, welcome speech and ice breaker.

Tuesday 24 November. The day opens plenary with a keynote on resilience. After that two tracks run side by side, and you choose one when you complete your registration: a full day scenario based training, or three rounds of workshops. The day closes with a walking dinner.

Wednesday 25 November. A plenary day. Feedback from the workshops, strategic framing on sustaining defence from the rear area, a keynote address, three panel discussions and a fireside chat on Ukraine, closing in the late afternoon.

Workshop themes for this edition are Critical Infrastructure, Societal resilience in the Baltic region, Disinformation, Medical resilience, and Critical Infrastructure and Transport. Further themes and speakers are announced as they are confirmed.

The organising team reviews every application and you will receive the decision by email. If your application is approved, that message contains the link and the access code to complete your registration, choose your sessions and pay the participation fee.
